Mr. Lazarus received his law degree from McGill University in Montreal, Quebec, Canada, in 1965, and founded the law firm of LAZARUS, CHARBONNEAU, where he has practiced law since 1967. He is a Governor of the Bar of the Province of Quebec.
He has been a practicing gaming Attorney and has acted as legal counsel to approximately twenty (20) casino properties and gaming companies located in Canada, Aruba, Puerto Rico, Bahamas, New Jersey and Nevada, as well as Internet gaming providers located in Antigua, Aruba, Nevis/St. Kits, Panama, Costa Rica, Germany, U.K. and Kahnawake.
Mr. Lazarus has provided legal opinions to numerous Internet gaming providers which touch on the application of Canadian laws and regulations with respect to their Canadian business activities.
Mr. Lazarus is the only Canadian gaming lawyer who has been appointed a member of the Board of Trustees of the International Association of Gaming Attorneys ("I.A.G.A."), based in Las Vegas, Nevada, since September of 1993, was named “General Counsel” of IAGA in November, 2001, and President of "IAGA" in 2004 – 2005. He has occupied the position of past President of "IAGA", effective October 31st, 2005.
He was appointed on September 30th, 2004 as "Chair" of the "Gaming Law Committee" of the "American Bar Association".
